New York State Senator Velmanette Montgomery introduced SB 969 to the NY Senate, which would declare criminal history screenings on the college application to be a discriminatory process. The bill is titled “College Admissions for Persons Previously Convicted of One or More Criminal Offenses.” The legislation prohibits criminal history assessment of applicants until after they have been accepted to a college. When a college checks a student’s criminal history, they must address their concerns through a conversation with the student and establish a direct relationship between their past indiscretions and their current threat to campus security. The bill would protect formerly incarcerated applicants while not infringing on the safety procedures of colleges.
