The National Organization for the Reform of Marijuana Laws, or NORML, was founded in 1970 to provide "a voice for responsible marijuana smokers," according to its website.
NORML's mission is to move public opinion sufficiently to achieve the repeal of marijuana prohibition so that the responsible use of cannabis by adults is no longer subject to penalty.
Like SSDP, NORML has a grassroots chapter network that is coordinated by a national office in Washington, DC. Many of those chapters are on college campuses, and some work collaboratively with SSDP chapters, often sharing membership and co-hosting events. While SSDP and NORML chapters tend to work in close partnerships, there are some sharp distinctions between the organizations.
Unlike SSDP, NORML charges dues for chapter membership, and its board of directors is mostly comprised of nonstudents.
And while SSDP "neither encourages nor condemns drug use," NORML is generally seen as promoting responsible, adult marijuana use. This is likely the reason that NORML does not sponsor high school chapters, while SSDP does.
